US Congressman. He briefly served in the Union Army at age 18 in 1864, but left the army when he was appointed to the United States Naval Academy. He graduated in 1868, and served in the United States Navy until his resignation in 1875. He stuided law and was entered into the Pennsylvania Bar in 1876, and began a career as a lawyer, journalist and newspaper owner. After serving time in both the Pennsylvania State House and Senate, he was elected as a Republican to represent Pennsylvania's 6th District in the United States House of Representatives, serving from March 4, 1891 to March 3, 1897. He was unsuccessful in a relection bid, and his seat was assumed by Congressman Thomas S. Butler. He remained active in politics, and served as United States Marshal for the Eastern District of Pennsylvania from 1900 to 1914. He died in Philadelphia, Pennsylvania in 1933.
