William was born in County Cork, Ireland. He was a retired boiler inspector for the city of Brooklyn. He was the democratic leader of the Old 12th Ward. He ran for state senator against incumbent Michael J. Coffey of Tammany Hall and won.

He married Mary Shields in 1883 and had six children: Mary O'Donnell Ellsworth (1884-1978); James O'Donnell (1885-1933); Florence Walsh O'Donnell (1886-1912); William T. O'Donnell (1887-1908); *Catherine Alice (Maud) O'Donnell (09/20/1890-12/30/1980) and John O'Donnell (01/08/1896-01/08/1896). His wife Mary Shields died while giving birth to her last son, Johnny.

William's daughter Catherine "Maud" O'Donnell married Charles Holran and they are the parents of Mrs. Audrey Holran Brosnan who had only one son Peter L. Brosnan.
