U.S. Congressman. After graduating from Morningside College, in 1954 and from Syracuse University New York, in 1956, he served in the U.S. Navy, (1957-59). After leaving the Navy, he was an administrator at Morningside College, a member of the Sioux City Council, in 1961 and Mayor of Sioux City, Iowa, in 1964. In 1965, he was elected as a Democrat to the Eighty-ninth Congress, serving until 1967. An unsuccessful candidate for reelection, he was director of the Post Office Department’s Office of Regional Administration, (1967-69), deputy chairman of the Democratic National Committee, (1970-72) and director of the Office of Intergovernmental Relations, Congressional Budget Office, (1975-98). At the time of his death at age 71, he was serving as vice president of the metropolitan Washington synod of the Evangelical Lutheran Church in America.
