She was the daughter of Stephen Williams and Sarah Back. She often was called "Amelia" or "Belle" or "Aunt Belle." She married James Milton Elliott (J.M.E.) Davis in 1881. They had nine children, many of whom died young from tuberculosis. Permelia died from it as well. She and her husband had gotten divorced sometime before 1920. She continued to live in Elliotsville, until her death. Dr. Wilgus tended to her at the end.
