A native of Hatteras, he was the husband of Mrs. Buena Vista Midgett Ballance and was a retired Coast Guard lieutenant. He was a member of Buxton United Methodist Church, Buxton Masonic Lodge, Scottish Rite Bodies, and Sudan Shrine Temple in New Bern.
Besides his widow, survivors include a daughter, Mrs. M. Jeffries Paul of Buxton; and two sons: Loran H. Ballance of Morehead City and Dorland R. Ballance of Buxton.
