Celestia Elizabeth was the third child born to Archibald Skaggs Flournoy and Cynthia Elizabeth Wilkerson. She was born in Victoria County, Texas on the 14th of February of 1860. She moved with her parents to Morales, Jackson County, Texas in 1875. On the 5th of September of 1878, she married Gideon Hunt "Pike" Laughter. Pike died on the 2nd of December of 1889. On the 28th of July of 1908, Celestia Elizabeth married The Reverend Andrew Jefferson Williams, the "Father of the Morales Baptist Church" in Morales, Jackson County, Texas.
