Louisiana Governor, US Senator. An 1871 graduate of the University of Louisiana law school (now known as Tulane University), he was admitted to the Louisiana State Bar in 1871, and built a successful law practice. He served Louisiana State Legislature, and in the Louisiana State Senate, where he was President Pro-Tem from 1888 to 1890. He was elected as Governor of Louisiana in 1891, and served from 1892 to 1900. He was then elected as a Democratic Senator from Louisiana to the United States Senate, serving from 1901 to 1913. After leaving the Senate he was appointed as collector of the Port of New Orleans, a position he held until his death in 1921. He was the grandfather of Louisiana Governor Michael J. Foster.
