US Congressman. Born in Providence, Rhode Island, he moved to Illinois in 1852, where he attended the public schools and Lombard University in Galesburg, Illinois. There he studied law and was admitted to the bar and commenced practice in Ottawa, Illinois, in 1862. Lewis would serve as the judge of the county court from 1869 to 1873. In March 1881 he was elected as a Republican to the Forty-seventh and to the four succeeding Congresses, he held this position until March, 1891. He served as chairman of the Committee on Public Lands and resumed his law practice. He died at the age of 69.
