He graduated from the University of Utah, in 1878, was a newspaper writer in San Francisco, California, in 1880, returned back as a newspaper reporter in Ogden, Utah, in 1882 and served as served Weber County recorder in 1884. He also was editor of the Ogden Herald in 1887, established the Ogden Standard in 1888 and helped to organize the Utah Republican Party in 1891. In 1895, he was elected as a Republican to the Fifty-fourth Congress, serving until 1896. When the Territory was admitted as a State into the Union, he was elected as a Republican the first from Utah, to the United States Senate, serving (1896-99). After failing to be re-elected, he worked as the editor of several newspapers, established the Daily Utah State Journal, in 1903 and lectured until his death at age 74.
