When Justin moved to Caldwell in 1896,
he started the family business
'The Caldwell Forwarding Company'.
In 1901 Justin brought his family to Caldwell.

Death this morning claimed Justin B. 'Jess' Gowen, age 73, in his home.
He arose this morning to dress and complained to Mrs. Gowen of not feeling well. She immediately called a physician; Mr. Gowen laid back in bed, where he succumbed following a heart attack.
He had been in ill health for some time, but was well enough to care for the beautiful Caldwell city rose gardens and his own yard, attend city council meetings as head of the north and as building inspector. He daily attended to writing each of the 'peppy' Kiwanis letters to local members.
Prominently identified with civic organizations, he was a one time Idaho-Utah district governor of the Kiwanis organization for two years and had perfect attendance record for 26 years at local club meetings; former Republican county chairman and was a member of the state legislation; state game warden in 1914; one time mayor of Caldwell; post master from 1922-1934; degree mason; Lieutenant Colonel in the National Guard finance department from 1927-1934; and held many other state and county offices; was head and official caretaker of the beautiful Caldwell municipal rose gardens.
He came to Caldwell in 1896 from Grand Island, where he first engaged in business.
In 1901 his family came to Caldwell to join him and have since made their home here.
He was active in planning the affairs here in the early days and assisted in planning the rose gardens for Caldwell in making the city ..... 'one of roses'.
Interment in Canyon Hill Cemetery.
