20th Premier of British Columbia. A member of the Liberal Party, he served in this position from August 1927 until August 1928. Born in Culloden, Prince Edward Island, Canada, he was a farmer before moving to British Columbia in 1892 where he taught school. He decided to become a doctor and attended McGill University in Montreal, Quebec, Canada graduating with medical degree in 1905. He returned to British Columbia and established a medical practice in Greenwood. In 1916 he entered politics and was elected to the provincial legislature. He served as Minister of Education and Provincial Secretary under Premiers Harlan Carey Brewster and John Oliver and in 1924 he became Minister of Finance. Upon the death of John Oliver in August 1927, he became Premier but was defeated in the general election the following year. He then became chairman of the Canadian Farm Loan Board in Ottawa, Ontario, Canada and was awarded a Commander of the Most Excellent Order of the British Empire in 1946. He died in Ottawa at the age of 74.
