3rd and 5th Premier of British Columbia. He served in this position from February 1874 until January 1876 and again from June 1878 until June 1882. Born in Newry, County Armagh, Ireland (now part of Northern Ireland), he emigrated with his family to Canada in 1847 and attended McGill College (now McGill University) in Montreal, Quebec, Canada. After studying law, he was admitted to the bars of Lower and Upper Canada in 1858 and 1861 respectively. He then relocated to the Colony of British Columbia during the Cariboo Gold Rush in 1862 where he established a law practice and entered local politics. Following the admission of British Columbia into Canada, he was elected to the Legislative Assembly in 1871 and became Attorney General under Premier Amor De Cosmos. In February 1874 he succeeded De Cosmos as Premier but he was replaced by Andrew Charles Elliott when his government lost a Motion of No Confidence two years later, and he became the Leader of the Opposition. After Elliott's government fell apart two years later, Walkem became Premier again in June 1878, serving until June 1882 and was succeeded by Robert Beaven. He retired from politics and was appointed to the Supreme Court of British Columbia and served in that capacity until he retired in 1903. He died in Victoria, British Columbia at the age of 73.
