Gaillard was born on a farm east of Harlan, in Sec. 23, T79NR38W, on 5 December 1908, the son of Luke Emerson & Hulda Mary OBRECHT Heflin. When Gaillard was 2, the family moved to the "Heflin Home Place" in Center Township where he attended Windy Knoll country school, and graduated from Harlan High School in 1927.

Gaillard and Thelma Elizabeth "Toots" Cade were married on 2 June 1931 in chapel of The First Methodist Church in Harlan. Thelma worked for the school superintendent prior to marriage. The couple had three children: Kenneth Lee, Mary Elizabeth, Dennis Ray.

Gaillard & Toots started their life on the farm near his father's farm east of Harlan. Later they moved to a farm owned by Gaillard's uncle, and then to a farm owned by a family friend. In 1943 they purchased and moved to the "Heflin Home Place" where Gaillard had grown up. Gaillard was named the Shelby County Cattleman of the Year, and admitted to the Shelby County Fair Hall of Fame.

Gaillard & Toots traveled a great deal, volunteered for Heifer Project in Arkansas and Massachusetts, and traveled to do genealogical research such as visiting the RICE FARM GRAVEYARD looking for Gaillard's great-grandmother, Osa Belle ANDERSON Heflin-Miles' grave near Marche, Pulaski, Arkansas.
