Franklin Charles Painter, son of Louisa (née Stine) and George W. Painter, was born in Le Roy, McLean County, Illinois. He lived most of his life around Lotus, Brown Township, Champaign County, Illinois, and Osman, Bellflower Township, McLean County, Illinois, and was a farm and railroad laborer.

Frank C. Painter and Maude Sartain were married on 7 August 1901 in Lotus. The couple had seven children and took in two more.

(Illinois Statewide Marriage Index, 1763-1900) The marriage license return reports the bride's residence and marriage place to be "Howard, Ill.," the former name of Lotus. The groom's reported place of birth, Springfield, Ohio, is an interesting error. The groom's father and paternal grandfather lived there before migrating to Illinois, and his elder half-brother Emanuel was born there.

Richard G. Painter explained (in a 26 Dec 2000 letter) that the grave of his grandfather Frank Painter was not marked, and it was no longer known which of three grave sites was Frank's.
