U.S. Congressman, Kansas Governor. After graduating from the University of Illinois, he moved to Nemaha, Kansas, in 1879 and established successful career as a rancher. There he founded the town of Baileyville, was a member of the Kansas House of Representatives, (1888-90), was president of the Republican State League in 1893 and a member of the Kansas State Board of Agriculture, (1895-99). In 1899, he was elected as a Republican to the Fifty-sixth Congress, serving until 1901. Not a candidate for re-nomination, he was elected as a Republican the 16th Governor of Kansas, serving (1903-05). After his term in office, he was elected a director of the Federal Reserve Bank of Kansas, in 1914 and served until his death at age 77.
