Born in Darlington, SC. Former Mayor of Chattanooga. His campaign motto for his third term as mayor was "a good name is as worthwhile to a city as it is for a man". While Mayor horsedrawn traffic was outlawed on Market Street, the first airport opened, the Tivoli Theater opened and construction began on Memorial Auditorium.
He resigned as Mayor during his last term to accept a nomination to the Tennessee Supreme Court.
He was a member of Temple Masonic Lodge #430 and member of Lookout Commandery #14 Knights Templar
