Son of Ashley Plummer Whipple and Margaret Sargent.

Never married.

Chandler enlisted in the United Sates Army Air Corps as a Private on 28 Mar 1942 at Fort Ethan Allen, Colchester, Chittenden, Vermont. Chandler reached the rank of First Lieutenant, and went missing in the Pacific while on an Air Force Mission with the 499th Bomber Squadron near Erima Plantation, New Guinea during World War II. Chandler was awarded the Purple Heart Medal and the Air Medal.
