Bertha Fern Foy is the daughter of Henry Lee Foy and Elizabeth Seamon. She has three siblings; Evelyn Marie (Patterson), Harold William and Robert Russell.

She married Thomas Francis Welsh on 13 Jul 1939 and is the mother of Lee Paul, Cheryl Lynn, Thomas James (TJ) and Patrick Foy Welsh. She has 9 grandchildren: Traci Marie , Shawn Thomas & Amy Elizabeth Welsh; Suzanne, Christine, Carrie & Thomas Makarewicz and Christopher & Casey Welsh. She also has two Great-Grandchildren, Sophia & Willa Makarewicz and many step-grandchildren and great grandchildren that loved her dearly.

She was preceeded in death by her parents and siblings along with her husband Tom.
