Enlisted June 27, 1916, in Troop D, Squadron A Cavalry, New York City. He mustered in for Mexican border service, June 30, 1917. Squadron A was assigned to Camp McAllen, Texas, with the 6th NY Division ( later the 27th Division ). Squdron A Cavalry returned from the border, December 23, 1916, and mustered out of border service, December 28, 1916.

World War 1, attended OTC, at Plattsburg Barracks and commissioned 2nd Lieutenant, Cavalry, August 15, 1917. He was signed to Company B, 304th Machine Gun Battalion, 77th Division, the as acting Adjutant 304th Machine Gun Battalion.

February 21, 1918, he was transferred Air Section, Signal Corps, serving as the Adjutant, School of Aerial Photography, Ithaca, NY. Transferred November 1, 1918, as Officer in charge of Technical and Specialized School of Aerial photography, Washington, DC. Discharged from the service, March 21, 1919.

He served with his brother Harry Saltonstall Babcock, in Squadron A, on the Mexican border.
