U.S. Congressman, Washington Governor. Successful in mercantile pursuits in Oregon Territory, he entered politics and was a member of the Oregon House of Representatives, serving (1852-53) and clerk of the U.S. District Court of Oregon, (1859-60). Relocating to Washington State in 1860, he was elected as a Democrat to the Thirty-eighth Congress, serving (1863-65). In 1866, President Andrew Johnson appointed him as a Democrat the 6th Governor of the Territory Washington, serving until 1867. After leaving office, he engaged in railroad construction, (1869-72), was Postmaster of Portland, Oregon, (1873-81) and Treasurer of Spokane County, (1890-92). Retiring from politics, he resumed his previous interests until his death age 79.
