The son of Charles & Magdalena (Slyder) Swartz, in 1860 he was a farmer presumably living in Dover Township, York County, Pennsylvania, although he is not found in that census, and the 1863 draft list has him residing in York Borough. He stood 5' 8" tall and had brown hair and brown eyes.

A Civil War veteran, he was drafted in York County November 8, 1862, and mustered into federal service at York November 10 as a private with Co. C, 166th Pennsylvania Infantry (aka "Drafted Militia"). Quickly promoted to corporal, he was also promoted to sergeant January 12, 1863, and honorably discharged with his company July 28, 1863, in York.

He married Sarah J. Weaver and fathered Ida Jane (b. 01/05/67, d. 03/17/73) and George M. (b. 08/09/79). In 1870, was a farmer living in Dover Township, York County, and, in 1880, was a retail grocer in Davidsburg, Dover Township. He died in Dover Township at age 76-6-13 from "arteriosclerosis."
