Flora was born in New York, the daughter of Alexander and Eleanor "Ellen" (Thomas) McDonald. The family removed to Crown Point, Lake County, Indiana, in 1839, where her father was an attorney, and state representative.
Prior to her marriage, Flora was a school teacher. She married Otto Poppe, in Lake County, Indiana, on December 25, 1873. The couple removed to Chicago, Illinois where Otto was a doctor. No children came from the union.
