Presidential Cabinet Secretary. He served as US Secretary of Housing and Urban Development (HUD), during the administrations of Presidents Richard Nixon and Gerald Ford (1973 to 1975). Born in Cleveland, Ohio, he attended Adelbert College of Western Reserve University (now Case Western Reserve University), and graduated in 1948, earning a bachelor's degree in economics and political science. Three years later, he attained his law degree from Harvard Law School, and practiced with the Jones, Cockley and Reavis firm from 1951 to 1969 (he became a partner in 1960). From 1969 to 1971, Lynn served as general counsel with the US Department of Commerce; he was promoted to US Commerce Department Under Secretary, and served at that capacity from 1971 to 1973. During his tenure as HUD Secretary, he achieved passage of the Housing and Community Development Act (1974), which replaced block grants for categorical grants. From 1975 until 1977, Lynn served as Director of the Office of Management and Budget, and was later chairman and CEO of Aetna Insurance Company from 1984 until his retirement in 1992. He died of complications from a stroke he suffered two years earlier.
