Jesse's grandfather was Colonel Samuel Murrell, a Virginia officer in the Revolutionary War. His ancestors on both sides of the family were wealthy planters and slaveholders.

Jesse's family moved to the Walnut Bend area in 1860 after several years in Fannin County. He got his education in Gainesville schools.

Murrell became involved in Democratic Party politics and was elected three consecutive terms to the Texas House of Representatives from 1889 to 1893.

He married Ada J. Moss on July 20, 1893 in Cooke County, Texas.
