Albert Roscoe Kiper, the seventh child of James D. and Louisa (Fuller) Kiper, was born in Kentucky, from which state his father served the Union during the Civil War.
The family moved from Grayson County, Kentucky to Indiana in 1883 after which Roscoe found work as a clerk in a general store and began reading law books. He graduated from college and continued his legal studies, eventually being admitted to the Warrick County bar in 1893.
He began practicing law in partnership with the Hon. Charles W. Armstrong. Due to his continual diligence, he was selected Warrick County Attorney in 1900 and served until elected to the bench in 1904.
Judge Kiper married Nanette Zimmerman of Lynnville, IN on July 1, 1897 and their union was blessed with three children: Kenneth R., James Clinton, and Agnes Lucile.
He was also a popular University lecturer on the subjects of law and history.
JUDGE KIPER PASSES AWAY
EVANSVILLE, Ind., Feb. 18 (U.P.)--Roscoe Kiper, Boonville, former Warrick county circuit court judge and joint senator for Warrick, Vanderburgh and Posey counties, died in a hospital here last night after an operation. He had been ill for some time. Prominent in state republican circles, Kiper's political career started as deputy prosecutor of Warrick and Spencer counties.
