Presidential Cabinet Secretary. During his mayoral administration of Cleveland, Ohio, he drove efforts to build the city's freeway system, the port of Cleveland, Burke Lakefront Airport and the Erieview office tower. He was elected President of the American Municipal Association in 1958 and became President of the United States Conference of Mayors in 1962. He resigned as Cleveland's mayor that year when President John F. Kennedy appointed him Secretary of Health, Education and Welfare, a post he held for three years until his resignation in July 1965. President Lyndon Johnson then appointed him a federal judge in the 6th Circuit U.S. Court of Appeals.
