He was born Nov. 9, 1947, in Shawnee, Okla., to Jesse Edward and Bonnie Jean Mynheir Howard.
He moved to Liberal, then to Kismet. He worked for Purina Feed Mills in Liberal before working as a dispatcher then police officer in Liberal.
He is survived by a son, Jason Howard, of Reading; two brothers, Jesse Howard of Neosho Rapids and James Howard of Trinidad, Colo.; a sister, Donna Presley of Neosho Rapids; and two grandchildren.
A graveside service was at Kismet Cemetery.
