Mexican Campaign Medal of Honor Recipient. Served as an Ensign in the United States Navy during the 1914 Vera Cruz, Mexico Campaign. He was awarded the CMOH for his bravery on April 21 and 22, 1914. His citation “For distinguished conduct in battle, engagements of Vera Cruz. Ens. Badger was in both days' fighting at the head of his company, and was eminent and conspicuous in his conduct, leading his men with skill and courage.” His Medal was issued on December 4, 1915. He was also awarded the Navy Cross during his service, and retired with the rank of Admiral.
