North Carolina Governor. He graduated of the North Carolina College of Agriculture, in 1903, studied law at the University of North Carolina, was admitted to the bar and opened a law practice in Shelby, North Carolina, in 1907. He was a North Carolina State Senator, (1910, 15) and Lieutenant Governor of North Carolina, (1917-21). In 1928, he was elected as a Democrat the 57th Governor of North Carolina, serving until 1933. While in office, he cut local property taxes, plus put recommendations through the legislature for roads and schools. After his term, he moved to Washington, D.C. and established the Gardner, Morrison & Rogers, law firm. He later served as chairman of the United States Office of War Mobilization and Reconversion’s Advisory Board, (1945-46) and was undersecretary of the United States Treasury, (1946-47). In 1947, President Harry S, Truman appointed him Ambassador to the United Kingdom and prior to leaving he died of Coronary thrombosis at age 64.
