Arthur T. Parke spent his early life in Parkesburg, Pennsylvania where he attended Parkesburg Academy. He later studied at the State Normal School in West Chester and eventually moved on to Princeton, where he took a full classical course and graduated cum laude with the Class of 1879.

In the fall of 1882, Arthur went to Columbia Law School in New York City for one year. He then studied law in West Chester with Alfred P. Reid, Esq., the leading member of the Chester County Bar. Arthur was admitted to the Chester County Bar in 1884 and immediately opened a law office in West Chester, Pennsylvania.

Mr. Parke married Clara Rebecca Chambers on 26 April 1900 and they had four children, Arthur Jr., William, Eva and Elizabeth. The last, known as Libby, preceded her father and mother in death, dying in a traffic accident at the age of 19.

For a number of years Arthur served as President of the Board of Managers of the Chester County Hospital and also as a member of the Board of Trustees of the State Normal School (State Teachers College), and also of Lincoln University. He served as director in the Parkesburg National Bank and in the Chester County Trust Company, and was President of the Dime Savings Bank.
