Air Force Lieutenant General. A combat veteran of World War II, he served as the Director of the Defense Intelligence Agency from September 1977 until September 1981. Born in New Raymer, Colorado, his family moved to Los Angeles, California where he graduated from Manual Arts High School there in 1939. In September 1942 he enlisted in the US Army and served at Fort Bliss, Texas, Camp Cooke, California, and in Australia. In 1944 he graduated from the Artillery Officer Candidate School at Camp Columbia, Australia with a commission as a 2nd lieutenant, and was assigned as an anti-aircraft adviser with the 43rd Bombardment Group, 5th Air Force, serving in New Guinea, Netherlands East Indies, the Philippines, and the Ryukyu Islands. In January 1946 he was released from active Army duty and accepted a Reserve commission in the US Army Air Forces. In 1949 he graduated from Loyola University, Los Angeles, with a Bachelor of Arts Degree in History. In August 1950 he entered active military duty with the US Air Force as an intelligence officer with the 78th Fighter-Interceptor Group at Hamilton Air Force Base (now Hamilton Army Airfield), California. He then served successively from September 1951 to October 1955 as an intelligence officer, with follow-on assignments with the 8th Fighter-Bomber Group at Suwon Air Base, South Korea, the 436th Bombardment Squadron at Carswell Air Force Base (now a joint reserve base), Texas; and one year with the 7th Bombardment Group, also at Carswell. In October 1955 he was assigned overseas and served with the US Air Forces in Europe at Wiesbaden-Schierstein, Germany, as operations officer for the 497th Reconnaissance Technical Squadron. In August 1958 he returned to the US and performed duty at the 544th Aerospace Reconnaissance Technical Wing at Offutt Air Force Base, Nebraska, where he organized the Research Center of the wing in January 1960, and remained as its chief until June 1965. In August 1965 he attended the Air War College at Maxwell Air Force Base, Alabama, graduating in June 1966. He was then assigned as Director of Targets, Headquarters 7th Air Force at Tan Son Nhut Air Base, Republic of Vietnam. In August 1967 he returned to the US and was assigned to Headquarters US Air Force at Washington DC, and served in the Directorate of Operations as special assistant in the Reconnaissance Division until July 1968, and as chief of the Operations Review Division until October 1969. In November 1969 he was assigned as Deputy Director of Estimates and in January 1970 he was named Director of Estimates, and later served as Director of Intelligence Applications in the Office of Assistant Chief of Staff, Intelligence. In August 1971 he was transferred to Hawaii where he became the Deputy Chief of Staff, Intelligence, Pacific Air Forces, Hickam Air Force Base, Hawaii, from August 1971 until April 1972, when he became Director for Intelligence, Headquarters US Pacific Command at Camp H.M. Smith, Hawaii. In September 1974 he returned to the US and became the deputy director of the Defense Intelligence Agency in Washington DC and served as its acting director from December 1975 until May 1976. In August 1976 he became the Deputy Chief of Staff for Intelligence, Headquarters Strategic Air Command at Offutt Air Force Base, Nebraska and served in that position until January 1977 when he was assigned as Assistant Chief of Staff, Intelligence, at Headquarters US Air Force Headquarters in Washington DC. In June 1977 he was appointed the Director of the Defense Intelligence Agency and assumed his duties in September 1977, when he was promoted to the rank of lieutenant general. He retired in this position in September 1981 with 29 years of continuous military service in the US Army, the US Air Force Reserves, and the active US Air Force. Among his military decorations and awards include Air Force Distinguished Service Medal with 1 oak leaf cluster, the Legion of Merit with 3 oak leaf clusters, the Bronze Star, the Meritorious Service Medal, the Joint Service Commendation Medal, the Air Force Commendation Medal, the World War II Victory Medal, the National Defense Service Medal, and the Republic of Korea Order of National Security Merit (Gugseon Medal). After his military retirement, he became a consultant, and regent of Loyola Marymount University in Los Angeles, California. In 1980 he received an honorary Doctor of Military Science Degree from Norwich University at Northfield, Vermont. In 1986 he headed a five-month Pentagon review on whether American prisoners of war might still be held captive in Vietnam and elsewhere in Southeast Asia, and they concluded it was still possible. He died in San Diego, California at the age of 72.
