Necie's biological father was Arnett Garris. Her parents Arnett and Flozella married 28 November 1878. By 1800 they were either separated or divorced. Per the 1880 U.S. Census, Milmena Necie Garris lived with her mother Flozella in her grandfather's, William M. Oglesby household.

On 1 December 1880 in Muhlenberg County, Kentucky, her mother Flozella married Joseph Stanley.
