NEWTON — Isaac Samuel "Sam" Bailey 85, died Tuesday (Nov. 23, 2010) surrounded by his loving family at his daughter's Newton residence.He was born March 16, 1925, in Thayer to James Albert and Rosa Anna Shervington Bailey.On Nov. 27, 1947, he married Betty Jane Daugherty in Newton.She preceded him in death on Sept. 28, 1999.Sam was a member of the First Church of God in Newton, where he served as church treasurer for more than 20 years and was active in building the church and the family life center.
He served his country in the Navy during WWII in both Europe and Asia.Sam was retired from the city of Newton after 44 years.He was assistant fire chief for 17 years and retired as fire chief after two years of service to the community.Sam was a life member of the Fireman's Association. He enjoyed gardening, making jewelry and wood crafts. He also enjoyed fishing and hunting and making his own fishing lures. He also enjoyed rock collecting.Family was very important to Sam, and he greatly enjoyed spending time with his loving family and many friends.Sam is survived by his daughters, Linda and her husband Rex Hahn of Shallowwater, Texas, Nancy and her husband David Mitzel of Newton; son, Glen and his wife Christy Bailey of Wichita; brother, Nathan Bailey Ramona; sisters, Mae Thomas of Lakewood, Colo.; Alice Zentz of Grand Junction, Colo.; seven grandchildren; and 14 great-grandchildren.He is preceded in death by his parents; wife; daughter, Theresa Roxanna Dossett; granddaughter, Caroline Dossett; brother, Russell Bailey; and sister, Lea Beatrice Brittain.Funeral service was at 2 p.m. Monday at Petersen Funeral Home Chapel with Pastor David Reimer of Grace Community Church in Newton presiding.Memorials are suggested to Newton Fire Department Equipment Fund in care of Petersen Funeral Home in Newton.

NEWTON — Sam Bailey will be remembered not just for his many years of service to the city of Newton, but for the way in which he served.Bailey, a retired fire chief, died on Nov. 23.He served the city of Newton for 44 years, 39 of those with the fire department."I would characterize Chief Bailey as a quiet leader, a humble leader," said Gary Denny, Newton Fire/EMS chief. "He was a true team player."Steve Brackeen, current Newton Fire/EMS battalion chief, was hired by the department in 1979, when Bailey was the assistant fire chief.He got to know Bailey through the years and admired the former fire chief for his dedication and character."He had three loves in his life — God, family and friends, and the Newton fire department, in that order," Brackeen said. "He was just a good friend."Brackeen said Bailey never raised his voice or showed anger.All he had to do was smile and raise an eyebrow, and you knew you had done something wrong.When Bailey arrived on the scene of a fire, his knowledge and calmness helped reassure both responders and victims everything would be taken care of in a professional manner.The fire department paid tribute to Bailey's years of service during his funeral Monday.The casket was taken to the burial site by a 1926 American LaFrance fire truck accompanied by a procession of fire trucks and EMS units.Although the fire department saw it as a way to honor Bailey, Brackeen believes the former chief would have been embarrassed by all the attention.Bailey didn't like being in the limelight and never wanted to take individual credit, preferring the focus to be on others.His goal was to benefit those around him, not himself."He was always positive," Bailey said. "He figured if he made you better, then he did his job."
