According to the 1900 U.S. Census of Wellinton, Lorain County, they were living with Josey Dobson's widowed mother (Ellen U. Kelsey, born in Vermont in April of 1826, to parents who were both born in Vermont. Ellen had 5 children and all were living) and Josey Dobson had never had any children. Josey's father was born in Ohio, according to that census. Frank Dobson had a job as a Teamster.
Franklin and Josey Dobson had no known children together.
After Franklin Dobson's death in 1909, "Jozia M. Kelsey" remarried on November 28, 1912, to George W Kuhn (born on May 4, 1870, in Akron, Summit County, Ohio). George's father was John Kuhn and his mother was Margaret Barnical.
Also, according to her Summit County, Ohio marriage record, Josey's father's name is Norris W. Kelsey and her mother's name is Ellen Slillevell. Josey's given birth date there was the same as her birth certificate.
