Herbert Watson Hall was the fourth of five children born to Theophilus and Electa (Dunbar) Hall on November 7, 1857, in Brighton, Lorain County, Ohio, and died in Wellington, Lorain County, Ohio, on 7 Mar 1904, at the age of 46 years. He married Elva Sage on 26 Jan 1878 in Lorain County, Ohio, and together they had at least three three children: Bessie, Electa, Warren Sage, and Harry Bailey.

He was found in the 1860 and 1870 Federal Censuses for Brighton, Ohio living with his parents. In the 1900 Census for Wellington, Lorain County, Ohio, he was 43 living with his wife, Elva S., 41, and their children: Bessie E., 22; Warren L., 18; and Harry B., 15.
