Russell J. Baker was born in Lone Tree, Iowa and graduated from Iowa Wesleyan College in 1931 and received his masters degree in education at Columbia University in New York in 1940.

He was the administrative superintendent for the Iowa Public School System for 42 years before retiring and moving to Arizona in 1973. He helped pioneer school hot lunch programs and provided facilities for the pilot program of Head Start in Iowa. He served on the Iowa Wesleyan Board for many years and received their Alumni Service Award in 1982.

He was a member of Lakeview United Methodist Church, past member of the church's administrative board and Men's Club, president of Lakeview Men's Club and Men's Golf Club, a member of the Lakeview Rotary Club, the Masons, Elks Lodge and several Sun City dance clubs. He was a past member of the Lion's Club, Kiwunis Club and Sigma Phi Epsilon Fraternity, all in Iowa.

Survivors included his wife, Mildred; daughter, son, a sister, brother and four grandchildren.
