Social Philosopher and Economist. He received a law degree from the Imperial University of Tokyo and entered the Ministry of Agriculture and Commerce, where he was assigned to study industrial law. In 1920, when the University of Tokyo established a separate department of economics, he became an assistant professor. In 1939, Hiraga Yuzuru, president of the University of Tokyo, ordered Kawai and fellow professor Hijikata Shigeyoshi to resign from their posts due to their role as leaders of rival factions within the department of economics. When Kawai's case was brought before the Supreme Court in 1943, he was found guilty and sentenced to pay a fine. He subsequently died of illness before the conclusion of the Pacific War.
