Dorothy was born in West Grove, PA and moved to Harford, MD soon after. She graduated Towson Catholic High School in Towson, MD where she met her future husband. She married in 1939 to Douglas J. Foreman, of Baltimore, and during WWII worked for the War Dept. while Douglas flew food missions over "The Hump" in Burma. During Doug's basic training in Iowa, they lived on the corner of Douglas Blvd. and Dorothy Way. When the war was over, they settled in Parkville, and had two children, Thomas and Jane. Dorothy was a homemaker for much of her life although she had several stints in sales and childcare. In 1956, the couple moved to Lutherville, MD and another child, a daughter, Eleanor, was born in 1958. The family moved to Pines Lake, NJ in 1965, where Douglas took a promotion. Their children graduated high school there. After retirement, Dorothy and Douglas moved to Ocala, Florida where they stayed for 15 years, before returning to Baltimore in 1994, where Douglas died a year later. Dorothy then went first to Delaware, near Eleanor, and then to California, near her other daughter Jane. She lived in California for six years, before she passed away in 2005 during the week of her birthday.

Dorothy was known for her sharp but deadpan wit, and her patience. She had some health problems that plagued her throughout her adulthood, but she struggled to overcome this handicap, and during the last six years, had some measure of recovery. This led her to a happiness she enjoyed prior to her passing away. One of her favorite enjoyments in her last years was going for a hamburger along with a vanilla milkshake and driving to the San Francisco Bay, to look out at the Golden Gate Bridge.
