Norvell married Ruth (Hostler) Allen (b. 8-25-1901 in Grafton, West Virginia, d. 8-30-1996). They married at Independence, Missouri on May 20, 1932 and lived in Kirksville, Missouri.

Ruth held a B.S. (American College of PE Chicago) and Master's (Teachers College of Columbia University, NY) in Physical Education and taught at Nowata and Okmulgee, Oklahoma, Kirksville Public Schools and Northeast Missouri State Teachers College.

Norvell taught agriculture classes at Kirksville Public Schools and later at Northeast Missouri State University (Now Truman State University) for 23 years. He completed a B.S. and Master's in agriculture, dairy science at University of Missouri-Columbia. He was a member of the Northeast Missouri Fair Association Board and the publicity department of the Missouri State Fair for many years.

Norvell and Ruth had three children, William Hostler Allen, Thomas Norvell Allen and Jennie Sue (Allen) Ross.
