He was an Army tank commander in Europe during World War II and participated in the Battle of the Bulge. A 1945 graduate of the University of Denver, he received a master's degree in 1949 from Stanford University and a doctorate in 1958 from Ohio State University.

He began his teaching career in 1949 at the Michigan State University and later taught at Ohio State, the University of Washington, and American University. He taught broadcasting at several universities and most recently at the University of Maryland from 1987 to 1990. In retirement he continued teaching.

He was a voting member of the George Foster Peabody Awards and was the national president of Broadcast Pioneers and the Broadcast Education Association. He was also vice president of the National Association of Broadcasters.

Husband 63 years of Rosemary Buskirk Niven.

Also survived by children, Harold Niven III of Bellingham, WA, Beverly Spriggens of Waharoa, New Zealand, & Patricia Niven of Maryland; two granddaughters, and a great-grandson.
