Lawyer, Judge, Politician and Civil War Officer. As a Colonel in the civil war, he commanded the 7th Regiment, Missouri Militia. Served as Mayor of Sedalia, Missouri and Commissioner of the Missouri Supreme Court from 1883-1885. He served as judge of Kansas City Court of Appeals 1885-1888, and in 1888, he was appointed U. S. Judge of the Western District of Missouri by President Grover Cleveland. Philips was also a law partner of Senator George G. Vest and defense attorney, with Vest, in the Old Drum trial September 27, 1870.
