Freddie Dwayne Stephens was born April 20, 1943, in Rotan, TX,, to Etta Pearl and Roy W. Stephens, and died at his home in Temple, TX, October 12, 2010. As a child, Fred lived in Royston, TX, but attended school in Roby. He grew up in a very special time when people didn't lock their doors, or lose their keys because they were always in the ignition. He and his brother and sister rode horses and swam in the tank, and played in the fields. When he was 12, Fred began working with a welder. In 1956, the family moved to Portales where he finished school from the 7th grade on. Shortly after moving to Portales, he got a job at Glen's Grocery Store, and later worked at Dunlap's Department Store. Fred was a 1961 graduate of Portales High School, and went on to Eastern New Mexico University where he had a music scholarship and graduated with a degree in business.
For many years, Fred worked at Home Federal Savings and Loan. It was later known as Valley Federal Savings Bank, and Fred was President until its closure in the early 1990's. Fred left banking at that time, and began working in city government. For a time he was employed by the City of Portales. A number of years ago he moved to Lubbock, where he worked for the South Plains Council of Governments. Eventually, Fred became City Manager in Post, TX, and later for Cameron, TX. Since his retirement in 2005, he had worked as interim City Manager for several small communities in TX.
Fred was a member of the Baptist Church, and also of the Portales Masonic Lodge. Fred was always active in civic affairs. He had served as President of the Roosevelt County Chamber of Commerce, and received the Workhorse of the Year Award for his dedication and hard work. Fred also served for several years on the Portales School Board.
He is survived by two daughters and a son-in-law, Christa and Austin Buff and Lisa Stephens all of Santa Fe, NM; a brother, Roy Glen Stephens of Las Vegas, NM; and a sister and brother-in-law, Sharon and Gail Cissell of Portales.
He was preceded in death by his parents, and a son, Doug Stephens who died in 1973.
