US Congressman. A member of the Republican Party, he was elected in 1960 to represent Ohio's 6th Congressional District in the United States House of Representatives, where he served ten terms from 1961 to 1981. He received his degree from Kenyon College, then enlisted in the United States Marine Corps to during World War II. Upon returning home, he attained his law degree from Western Reserve University in 1947, and served as assistant city solicitor of Portsmouth from 1947 to 1951. He then served as Scioto County Prosecutor from 1951 to 1955. During his tenure in the Congress, Harsha contributed to such notable legislation as the Highway Safety Act, Economic Development Act and the Water Pollution Control Act. He died from complications after hip surgery.
