US Congressman, Senator, Diplomat, and Jurist. Born in Lima, New York he graduated from Genesee Wesleyan Seminary at Lima in 1915 and attended the University of Rochester at Rochester, New York, graduating in 1919. While in college he served in the US Army during World War I. He enrolled at Harvard Law School in Cambridge, Massachusetts, graduating in 1923, and was admitted to the New York bar in the same year and started practicing law in Rochester. During World War II he served in the US Army overseas as an officer, and remained in the Army after the end of the war and was promoted to the rank of brigadier general. Upon leaving the Army he resumed his law practice and decided to enter politics. He was elected as a moderate Republican to the 80th through the 85th Congresses from January 1947 to January 1959. In 1958 he ran for the US Senate on the Republican ticket and defeated the Democratic challenger, New York County District Attorney Frank Hogan, serving in that capacity from January 1959 to January 1965. In 1964 he lost his bid for reelection to the Democratic candidate Robert F. Kennedy. In 1965 he was elected to the New York Court of Appeals but resigned in 1969 to become US Ambassador to India, remaining there until 1972. He then served as the US Ambassador to Israel from August 1973 until his death in New York City, New York in 1975 at the age of 74.
