Elmer was born to George W Shafer and Antoinette "Nettie" Bronson Shafer. He was one of three children , the others being Carrie Redda Shafer, and Clayton Allen Shafer.

He was a stockman and proprietor of CEDAR LAWN STOCK FARM breeding Chester White Swine, and White Plymouth Rock Chickens. He was also an inventor and sold his patent for a Rotary Valve for Engines, in 1914 to the Western Fiduciary Company of Denver, Colorado for a larg sum of money .

He married , first, Anna Mable Baker, and they had three children Lee Earl , Ray and Anna Mabel.

When Anna died, he married second, Elizabeth "Lizzie" Gordon. Theh had a daughter Bessie Mae and a son George. She died very young and he was widowed now with a total of five children.

He married then , the third time, to Nellie A Hatch . They had two more children Elsie Evangeline and Floyd Welton .

His obituary read that he was a member of the Woodman Lodge.
