Civil War Union Brevet Brigadier General, US Congressman. At the start of the Civil War, he commissioned in the Union Army as a 1st Lieutenant in the 3rd West Virginia Volunteer Cavalry. He served with the 3rd West Virginia the entire war, being promoted Lieutenant Colonel and command of the regiment. He was brevetted Brigadier General, US Volunteers on March 13, 1865 for "gallant and meritorious services during the Shenandoah campaign of 1864, and in the final campaign around Richmond and Petersburg in the spring of 1865". After the war, he was elected a member of the West Virginia State House of Delegates and served as Secretary of State of West Virginia, serving 1865 to 1869. In 1869, he was elected as a Republican to represent West Virginia's 3rd Congressional District in the United States House of Representatives, serving until 1871.
