Civil War Union Brevet Brigadier General, Congressional Medal of Honor Recipient, US Congressman. At the outbreak of the Civil War in 186, he enlisted as private in the 11th Indiana Volunteers. Black was promoted successively for distinguished bravery on the battle field rising to the rank of Colonel in command of the 37th Illinois Regiment. He took a conspicuous part at the battles of Pea Ridge, Prairie Grove, Vicksburg, Mobile, and in Blakely's Batteries, the last battle of the war. On December 7, 1862, at the Battle of Prairie Grove, after two other regiments had been repulsed he charged the enemy position at the head of his regiment. Even after being driven down the hill and severely wounded, he captured the Confederate battery. For his actions, he was awarded the Medal of Honor and brevetted Brigadier General of US Volunteers. After the war, he was admitted to the bar in 1867, practiced law and was appointed US Commissioner of Pensions by President Cleveland, serving 1885 to 1889. In 1893, he was elected as a Democrat to the Fifty-third Congress and served until he resigned to take the position of US Attorney Illinois, serving 1895 to 1899.
