James was born in 1881 as the son of James Edwin and Sally Pearl Keeling Wolf. He had an older sister, Mary, b. 1879 who did not live to adulthood and a younger sister, Martha, born in 1885. James's mother died when his younger sister was born and he was about 4 years old. His father did remarry and it is supposed that he was raised by his step mother, Dora Peal Wolf. When he was 19 in 1900, he was found living in the household of an Adams relative as by then his father had died in a tragic farming accident and his step mother had sold the farm and moved from the area.

Just how James got from Baxter County Arkansas to Oregon where he lived most of his adult life is the same story as that of many young men of his day. He moved first into Indian Territory of Oklahoma, down into Texas, and then as the lure of the West called he moved on in that direction settling in area of Jackson County Oregon. Along the way five sons and one daughter were added to his family.
