He was the son of George Millen an Margaret "Peggy" nee Dennis Millen. He was the second cadet from Georgia to be appointed to West Point Military Academy. He was 14 years and 5 months old. He served in the United States Navy for several years(1820-29), and one of the ships he served on was the USS Constitution "Old Ironsides" as a Midshipman. In the 1850's, he enlisted in the U.S. Revenue Cutter Service (USCG)in 1834, and he became Captain of the Savannah Light Ship until just prior to the outbreak of the War Between the States when he was dismissed from his position because of being a Southener. In 1861, in Savannah, Georgia, he founded the Savannah Cadets, a home guard of 15-17 year old boys who were trained in military tactics by him to defend the city of Savannah during the War Between the States.
