William was born to John Henry Russell and Polly Reid (Reed). Per 1880 Census of Jackson County KY, John Russell was listed as being 40 years old living with wife, Polly 36 yrs old and the children at home were Martha 18, Sarah 15, Jane 12, William 10, Dawson 4 and Daniel was 5 months old.

Some of the things remembered by their granddaughter Jewell Russell Ballard. As a young child she stayed with them often:
William said to Mary when they were courting, I wish a bear would come down the chimney and eat me. Mary asked why William? He answered because you won't marry me. That's how he proposed to me, her grandma Mary told her.

Wiliam and Mary lived down in a hollow in a home not far from McKee. They had a front porch that was shaded by vines growing up trellises that had little round things hanging on them. Jewell said she hasn't seen that kind of vine again, but it really shaded the porch. He loved to grow roses and build trellises for them and he grew bleeding hearts and kept a beautiful yard with lots of flowers. There was a building in the front yard that they sold groceries out of to neighbors, like a small grocery store. In the evenings certain grandson of theirs would be allowed to light each of their pipes and take a puff before they commenced to smoking and rocking.

William would always tell Mary if you can't say anything good about someone then don't say it. She always looked at the neighbors to see how white their laundry was hanging on the line. She didn't like to see yellowed white clothes on the line!
